Open Letter to President-Elect Bola Tinubu: A Golden Ticket to Presidency Success

When new executives with a change mandate take over an organisation, they typically invest time in reshaping its strategy and determining the kind of culture needed to succeed. Those choices guide other decisions, including who their senior managers will be and how the leaders will allocate their time. Sadly many neglect the key factor that will help determine their effectiveness: the administrative system that guides day-to-day operations in their offices. This system ensures that leaders make the most of their limited time, that information arrives at the right point in their decision-making process, and that follow-up happens without their having to check. Many new executives default to the system they’ve inherited. Often there’s a better way to handle the information flow necessary for a President to succeed—and very often, a chief of staff (CoS) can play an essential role.

The CoS to the President is a political appointee of the president who does not require Senate confirmation and who serves at the pleasure of the President. While not a legally required role, Since President Obasanjo, all Nigerian civilian presidents have appointed a chief of staff. President Obasanjo had Gen Abdullahi Mohammed, while President Umaru Musa Yar’Adua had Gbolade Osinowo. The position was temporarily absent between 18 September 2008 – 17 May 2010 when President Yaradua sacked Osinowo and never appointed a replacement. President Goodluck Jonathan had Mike Oghiadomhe and Jones Arogbofa. President Muhammadu Buhari had the late Abba Kyari, and after his demise, the current CoS Prof Ibrahim Gambari. The position of CoS to the President is widely recognised as one of great power and influence, owing to daily contact with the President and control of the Office of the President. Almost all, if not all, governors in Nigeria now have a Chief of Staff, and many ministers have them.    

The CoS role originated in the military and dated back centuries. Cicero, the Roman politician and orator, used a slave named Tiro, who, according to Cicero’s biographer Zach Bankston, served as a secretary, a financial overseer, and a political strategist. Andrew Roberts’s Napoleon: A Life describes the vital role that Louis-Alexandre Berthier played in assisting Napoleon at the height of his powers. The historians Ron Chernow and Joseph Ellis have described the CoS–like a role that Alexander Hamilton played for George Washington. These people aren’t to be confused with the personal secretaries or aides-de-camp that each leader also had. Rather, they were close advisers who handled the most-delicate strategic matters and became trusted confidants. While the Chief of staff is a role that started in the military, and now, we can see it in most industries and sectors.

WHAT DOES A CHIEF OF STAFF FOR THE PRESIDENT DO? 

While there is no one-size-fits-all when it comes to describing the duties of a CoS in Nigeria, and each incumbent had wielded / not wielded power according to his personality and the relationship he has with his principal, the President, or the style of the President, their primary duties are making time, information, and decision-making for Mr President more effective. In other words, a CoS to Presidents helps Presidents become the best version of themselves.

The role of the chief of staff is not about dealing with administrative tasks only as he is not a PA. A CoS does not manage the President’s day-to-day schedule. The chief of staff is a leader. He/she makes high-level decisions, strategizes processes, and sets policies by devising meaningful plans and generating useful ideas, anticipating problems, and coming up with new solutions.

Paraphrasing Patrick Aylward, who breaks down the job of any CoS into five categories, I would say the job of the CoS to the President can be summed up as:

1. An air traffic controller for the President and his cabinet controlling the flow of people into the President’s office. 

2. An integrator connecting MDAs’ work streams that would otherwise remain siloed, breeding inter-ministerial/inter-agency squabbles, duplication, overlap and fragmentation.

3. A communicator linking the Presidency team and the broader FG apparatus. 

4. An honest broker and truth-teller when the President needs a wide-ranging view without turf/mandate considerations.

5. A confidant without an organisational or personal agenda-His agenda being only that of Mr President.

An effective and successful CoS to the President should be able to translate the above five categories can be translated into tasks and duties.

REQUIREMENTS OF AN EFFECTIVE AND SUCCESSFUL CoS: SKILLS AND PERSONAL QUALITIES 

The main responsibility of CoS is to help the President stay organised, which will allow him to give time to more important A items. This requires a good understanding of the business of government, effective communication skills, and the ability to manage projects and relationships. It also requires the skill to anticipate and avoid problems, add value to the President’s vision, and be intelligent on the organisational and political levels. The CoS must be excellent in the management of important projects. The ability to simplify complicated tasks, strategic thinking and problem analysis is one of their strongest suits, and they should know how to see things through, from idea to execution, even when the President himself forgets.

The best skill one would have for any position is being effective in getting the right things done. In his book The Effective Executive, Peter Drucker argues that effectiveness derives from a set of five practices anyone can learn: managing time; focusing on results (what to contribute to an organisation); building on strengths; concentrating on top priorities; and making effective decisions. Experts are agreed that the above five skills or practices are extremely useful when it comes to the chief of staff position.

Managing time: When it comes to time, presidents find it challenging to have enough of their time at their disposal and available for important matters, which do make a difference. They can get easily distracted, and leaving little time to focus on strategy is usually the outcome. A good chief of staff helps presidents record, manage, and consolidate time and reallocating time through doing, delegating, and deferring non-urgent tasks and cuts unproductive demands on time. CoS helps diagnose time wastage (e.g., excess of meetings) and communicates where the President’s time should be spent to key stakeholders.

Focusing on results: Most executives focus on efforts rather than results.. An excellent CoS redirects the President’s attention towards contribution by focusing on direct results, building values, and developing people.

Building on strengths: Presidents might not be fully aware of all the available strength points (the strengths of associates, the strengths of individual ministers and cabinet members, and even the President’s own strengths). Excellent CoS helps the President conduct strength assessments to fully comprehend the team’s strengths and how to manage them best. CoS can help redesign jobs to attract and scout the right people and talents, recognise those with weak performances, especially managers, and initiate action plans.  

Concentrating on top priorities: The need to prioritise and focus on major opportunities is the very core of a President’s job. This is what delivers results. Successful Presidents need to eliminate anything that is not worth doing and concentrate on the tasks that, if done perfectly, will make a difference. A successful CoS prepares and facilitates strategic planning processes and encourages the President to drop processes before they begin to decline. CoS leads or co-leads strategic initiatives and aims for what makes a difference rather than what is easy and safe to do.

Reaching effective decisions: With the chief of staff handling a considerable number of tasks, the President will have more time to think through big decisions, with the CoS serving as a reliable sounding board by testing opinions against facts. Without the help of a quality CoS, the President may make rash decisions, will not study the consequences of a decision before making one, and may be indecisive most of the time. An effective CoS gathers different teams’ perspectives to help Mr President understand the implications and helps direct the President to make decisions only when there is a disagreement, test opinions against facts, and compare the effort done and the risk of not taking action versus taking action.

Managing Meetings: Holding meetings is an integral part of the chief of staff’s responsibilities. Meetings represent a great demand on the President’s time, and the role of the chief of staff is to help the President never allow meetings to become the main demand on his time. To effectively manage meetings is a crucial part of the role of a chief of staff, as this chief of staff must not only manage the meeting but the people, agenda, objective, goal, strategies, and measures. To do this, the CoS must ensure all relevant MDA representatives are in the room, at the table, and participating while ensuring that meetings are designed to move the business forward with timed actions against goals. So, effectively managing team meetings is an important job requirement for the role. 

The most sophisticated chiefs of staff also assist the President in thinking through and setting policies—and making sure they are implemented. They anticipate problems and are especially sensitive to issues that require diplomacy. They function as extra eyes and ears by pointing out political potholes their bosses may not recognise (especially if the bosses are new to the company). Importantly, a CoS acts with the implicit imprimatur of the President—something that calls for humility, maturity, and situational sensitivity.

Regardless of specific responsibilities, a CoS can help a leader achieve sharp gains in productivity and impact. The CEO to the President helps the leader become better organised, with more time for A items; Manages important projects well; Helps President and his Cabinet navigate through uncertainty and risk. Required capabilities include: Can do project management, Can manage relationships, Communicating well, Organising the President’s office, Can simplify complexity, Does strategic thinking and problem analysis, Can manage the process of idea to execution, Can anticipate and avert problems, Can grasp and adding value to the president’s vision, Has organisational and political intelligence, ability to research on a full range of topics. A good CoS knows which relationships are most important to the leader’s agenda. Being organised and disciplined, showing attention to detail, and following up doggedly to ensure the right results. Ability to see what pressures the leader faces in pushing for changes and to find ways to lessen them. Finally, communication skills are crucial because the CoS must help refine the leader’s message and ensure that it is understood by the right audiences. 

WHAT KIND OF CoS SHOULD THE PRESIDENT-ELECT LOOK FOR? 

So far in the CoS role , we have seen Gen Abdullahi Mohammed (OBJ), Gbolade Osinowo (Yaradua) Mike Oghiadomhe and Jones Arogbofa (GEJ) , Abba Kyari and Prof Ibrahim Gambari (PMB) , each with his different style , the powers he wielded , and based on the style of his Principal . With respect, the most enduring name, for good or bad (depending on who you ask) is that of late Abba Kyari. Many agree there were fewer inter-ministerial squabbles and less confusion in the Presidency when Kyari was around. He left a legacy and a reputation of a rigid gate-keeper for PMB, qualities that several analysts believe are required of a CoS to the President. During the last days of his presidency, Barack Obama observed: ‘One of the things I’ve learned is that the big breakthroughs are typically the result of a lot of grunt work—just a whole lot of blocking and tackling.’ Grunt work is what chiefs of staff do.” Richard Nixon’s first chief of staff, H. R. Haldeman, garnered a reputation in Washington for the iron hand he wielded in the position—famously referring to himself as “the president’s son-of-a-bitch”, he was a rigid gatekeeper who would frequently meet with administration officials in place of the president, and then report himself to Nixon on the officials’ talking points.

Everyone requires help to achieve his or her highest potential and to sustain the effort it takes to lead a complex organisation. The right chief of staff can be an important source of assistance to leaders who are pushing their organisations and themselves to ever better performance. President-elect Bola Ahmed Tinubu, in looking for a CoS, should look for all the qualities enumerated here but in addition, look for that person that also has the capacity and personality to be a rigid gatekeeper and, like Nixon’s CoS Haldeman and PMB’s CoS late Abba Kyari be “the president’s son-of-a-bitch”. But to be an effective CoS, the President must also empower the CoS. Both Nixon’s Haldeman and PMB’s Kyari have empowered CoS.

Why Nigeria needs a comprehensive data protection law now

In today’s digital world, data is key to the extent that some scholars have termed ‘data as the new oil’. This speaks to the huge revenue potential data has for every country serious about growing its digital economy. Nigeria is certainly one. This data is in the form of personal information, which is frequently collected, stored, and shared by businesses, governments, and individuals.

According to Professor Isa Ali Ibrahim Pantami, the Hon Minister of Communication and Digital Economy, who spoke at the recently held maiden edition of the ‘Digital Economy Regional Conference’ in Abuja with the theme: Positioning West Africa’s Digital Economy for the Future, “In the fourth industrial revolution, data is key. In 48 hours, the quantity of data generated globally is equal to the quantity of data that was generated within a period of 5000 years.”

However, without clear regulations to govern the use of such data, individuals and entities are left vulnerable to privacy violations such as data breaches, identity theft, and other forms of abuse. Today, it is a global best practice to have a data protection law in place. Otherwise, nations find it difficult to attract so many interventions beneficial to their countries. A data-secured environment is an investment wonderland.

The above explains why many development partners, international financial institutions, critical stakeholders in the digital economy space and even potential investors today have continued to ask questions as to why Nigeria does not have a data protection law in place. Having such a law in place will align the country with the scores of others around the globe and make Nigeria a global player. Put differently, the costs of a lack of a proper data protection law are enormous.

To address this issue, the Federal Government of Nigeria established the Nigeria Data Protection Bureau (NDPB) in 2022 as the regulatory institution responsible for ensuring that people’s personal information is kept private and safe when used for ‘digital things.’ Furthermore, in January 2023, the Federal Executive Council (FEC) approved the Nigeria Data Protection Bill presented by the Hon Minister of Communication and Digital Economy for transmission to the National Assembly for consideration.

The draft data protection Bill was sent to the National Assembly by the President in separate letters addressed to the leadership of the National Assembly and read on the floor of both chambers on Tuesday, the 4th of April, 2023. The Bill has gone through the first and second readings and sent to the ‘Committee of Whole’ in the National Assembly to harmonise positions from both chambers. This Bill will provide a legal framework for the protection of personal information, safeguard people’s basic rights and freedoms, and establish a data protection commission for the regulation of the processing of personal information and data when passed into law.

The eight Assembly previously passed the Draft Data Protection Bill, but President Muhammadu Buhari declined assent. This was due to concerns raised by stakeholders on some identified areas and clauses in the Bill. So far, Nigeria Data Protection, in collaboration with the Nigeria Digital Identification for Development Project, NDID4D, has been working with critical stakeholders, captains of industries and policymakers on addressing those concerns and perfecting the bill.

Recently, a validation workshop was held to present the draft bill to stakeholders for their buy-in, comments, criticism, and suggestions to improve the bill.  Senator Ibrahim Hossein, and Rt. Hon Lado Suleja, both Chairman Senate and House Committee on ICT and Cybersecurity, respectively, have, on numerous outings, conveyed the support and willingness of the National Assembly to diligently work on the bill to ensure speedy passage and eventual assent by the President.

‘Data Protection is a constitutional right in Nigeria’, is an oft-quoted statement of Prof. Pantami, the communications minister, as Section 37 of the 1999 constitution as amended provides that: “The privacy of citizens, their homes, correspondence, telephone conversations and telegraphic communications is hereby guaranteed and protected.” In the same vein, the core rights of data subjects under the Nigeria Data Protection Regulation provide a data subject have a right to be informed, the right of access, the right to object, the right to data portability, the right to erasure, right to restriction of processing, rights to rectification and rights regarding automated decision making.

Thus, data protection law is urgently needed in Nigeria as citizens have had one form of data or the other compromised without the ease of recovery, leading to huge financial losses, reputational damage, revenue losses, and other forms of abuse. This is pertinent, especially with the growing rate of identity theft, cyberstalking, data mining, theft, internet fraud and increasing reported cases of abuse of financial information by financial institutions, mobile service providers and telecom companies, unregulated loan credit companies and so on.

The current National Assembly needs to pass the data protection bill for President Buhari to assent to it before May 29th, 2023. This will provide an additional layer of protection for the nation’s digital identity ecosystem and, in no small measure, safeguard the Nation’s fast-growing digital economy, boost investor’s confidence, attract foreign direct investment, improve our GDP, and ensure robust protection and safeguarding of personal information from being stolen and misused for fraudulent purposes, reducing the incidence of identity theft and fraud as well as serve as a buffer for citizens’ personal data privacy.

Data is critical to the survival of every nation’s economy, particularly in today’s digitised global home. It is on record that Nigeria is the first African country to join the developed countries in celebrating international data privacy day. This demonstrates the Nation’s drive and willingness to take its pride of place as a leading African digital economy hub amongst the comity of nations.

The data protection law is not in any way meant to punish our citizens but rather to create awareness so that we will all be data compliant. We are urged to comply. Today, because of awareness creation, collaboration amongst digital economy ecosystem partners, critical stakeholders in the data sphere, reaching out to institutions, sanctions, and interrogating others, the data protection and privacy compliance rate is on a steady increase.

Additionally, businesses and organisations will be held accountable for any data breaches or privacy violations, which will encourage them to take data protection seriously and implement proper measures to protect personal data.

The current Assembly should take due credit and ensure the speedy passage of this lofty bill, and President Buhari should quickly assent to it for the good of posterity. The passage of a comprehensive data protection law in Nigeria is urgent and should not be delayed further.

Senate Presidency and the politics of 2027; the facts

Despite being the ruling party; having the President, Vice president, majority in both the senate and the house of representatives, 21 state governors and majority of states houses of assembly, a formidable national spread and structure, adequate financing and financing opportunities, easy access to intelligence from the security (in addition to other privileges of the government), seasoned politicians and the political profile, political sagacity, connection, foresight, friendship across the divide for its presidential candidate, Asiwaju Bola Ahmed Tinubu, still All Progressive Congress (APC) had to take the risk of flying Muslim-Muslim ticket at a time when religion could be a sensitive factor than at any other election period.

The risk taken was, for obvious reasons, the most probable option for winning at the polls and most importantly, it has been successful. Similarly, the success or otherwise of the incoming administration is directly proportional to its success at the legislative arm. The 8th national assembly, despite being led by members of the ruling party, was adjudged by the party itself as part of the reasons for the low and abysmal performance of the outgoing administration of President Muhammadu Buhari. The ABAT administration therefore cannot afford to fail in the choice of the presiding officers of the national assembly and most importantly, the senate.

A brief analysis of the 2023 presidential election results indicates the APC got the highest votes from three of the six geopolitical zones; the north west, south west and north central with 2,652,824, 2,542,979 and 1,760,993 votes respectively with Lagos and Kano states being the only two states that had given the presidential candidate more than five hundred thousand votes. But despite the numbers from the northwest zone, the APC came first in only two of the seven states in the region; Jigawa and Zamfara but Zamfara has now aligned with the PDP. The APC therefore now more than ever, needs to be strategic in ensuring the northwest region, which has the highest number of votes and gave it the highest remain within its fold.

Now back to Kano, the most important state in the region which was before the election and since inception of the APC being under the party but now turned its support towards the NNPP, producing their only governor and most of the other elected positions from the party. The state governor, the deputy governor who also doubles as the governorship candidate of the APC in the state as well as the state party chairman who was heard in a widely circulated video boasting that they will win the elections no matter the consequences all lost their local governments to the NNPP during the presidential election. Senator Gaya, a former governor of the state who has also been at the senate since 2007 also lost his reelection bid to the NNPP candidate.

The story is the same for the son of the state governor, who contested for the house of representative’s seat at the governor’s constituency. Out of the 22 House of Representatives seats announced, the APC got only 5 with the rest lost to the NNPP. It wasn’t coincidence or surprising that all these five came from Kano north senatorial zone, where Senator Barau Jibrin hails from. It should also be noted that Sen.

Barau resoundingly defeated his major challenger, the NNPP candidate who is a staunch ally of Engr. Rabiu Kwankwaso and also a former Executive Secretary of TETFUND. Sen. Barau defied all odds and won with a very wide margin. In view of that, it is safe to say that the fate of APC in Kano solely depends on the political future of its most acceptable candidate as shown from the polls.

I believe the APC will agree that Kano is too important to be abandoned politically and the surest way of a comeback is undoubtedly through Barau. The fate of the PDP at both the presidential and governorship election in the state, despite having Senator Shekarau; a current senator, a former minister and a former two term governor of the state should be a case study.

The Senate president is not just the head of the senate but also the leader of the legislative arm of government as well as the chairman of the national assembly which comprises both the Senate and the House of Representatives. Among all the contenders, Senator Barau Jibrin is the only one who has been at both the house and the senate. He was not just a member of the House of Representatives, but also served as the chairman of the most important committee; that of appropriation. He has been at the senate for two terms and has headed the committees of petroleum downstream sector and that of tertiary education and TETFUND. He is currently the chairman of the appropriation committee of the senate under whose leadership, Nigeria has consistently maintained its budgets within the year circle. Despite all these successes, not once has he ever been accused of any act of corruption! His performance at his constituency (visible at all the nooks and crannies of the constituency and beyond) were what endeared him to his constituents.

Just recently, the President approved the appointment of the management of the newly established Federal Polytechnic Kabo, one of the fruits of the senator’s representation. His bills at the senate were more than those of the other contestants of the senate presidency combined. What more could we possibly ask for?

The first 8 years of the PDP from 1999-2007 produced five different senate presidents from the same region; Senators Evan Enwerem, Chuba Okadigbo, Anyim Pius Anyim, Adolphus Wabara and Ken Nnamani but they were unable to push for the construction of the Second Niger bridge. It was accomplished under a president from the northwest, a minister from the southwest, a senate president from the northeast and a chairman of the appropriations committee from the northwest. So, the jostling for the position might not particularly mean the dividends of democracy to the masses. However, their occupation of the position has ensured continued support of the PDP at the region within the period.

With the now overwhelming support of the Labour party in the region and the inability of any of the contestants from the region to secure 25% for the party at the presidential polls make it necessary for APC not to sacrifice its biggest support region, the northwest, in anticipation of an unlikely support from the southeast.

At a time in 2007, three of the four highest offices in the country; President, Vice president, Senate president and Speaker of the House of Representatives were held by occupants from the same religion. That has happened again from 2019-2023 and it has not religionized the country or stopped adherents of other religions from practicing their religion. Nigeria will certainly progress faster if we set aside religion or ethnic considerations in favor of competence.

Without an iota of doubt, Senator Barau Jibrin is the most competent among all the contestants for the senate presidency of the 10th senate. The facts are there and it is now left to the APC and the Asiwaju Bola Ahmed Tinubu’s incoming administration to decide how it will respond. However, any action taken will have its consequences in the 2027 election!

For the sake of our country: an open advice to the president-elect – II

Again, having won this hard earned victory against all odds, it is critical for the sake of the country that the regime succeeds. And this success is largely dependent on four key elements; 1. The sincerity of purpose and commitment of the president in carrying out the functions of the office he contested for and which Nigerians entrusted him with; 2. Coordinated consultations and taking of advice; 3. Careful consideration of those to be appointed into key offices of government, i.e. ministers, advisers, chief executives, etc.; and 4. Learning to avoid mistakes of predecessors.

Given the underlining nationwide political variables of his coming to power, these four elements will essentially be the bedrock of determining the success or otherwise of his administration. The first point is actually an issue of intention, which entirely rests on the personal disposition of the President-elect. Once he is sincere in his intentions towards the nation in the use of state power then the rest is easy. All that will be required is to bring his noble intentions to bear in the exercise of the state power now in his control.

The second point rests on the familiar standard of the universal norm of leading through consultations and advice, which are foundational elements of successful leadership.

This third point is the institutional offices of Ministers and Special Advisers, with their functions, which are vital in the due discharge of governance. Those appointed to these offices constitute the first line of official teams for advice and execution of public policies. The success or failure of his regime rests as much on his ability as a leader as on the competence or otherwise of his ministers and advisers. This point needs further explanation.

In underscoring the point, the 1999 Constitution of our country (as amended) creates at the federal level the Council of Ministers and offices of Special Advisers for the good purpose of executing the powers and functions due to the Office of the President. This invariably means that the stability and good governance of the country are dependent on the sound character, right practice and good judgment of the President; while the well-being and quality judgment of the President depend on the knowledge, skill and honesty of his official advisers. Blessed therefore, is the President with truthful, knowledgeable, intelligent and right-doing advisers. Advising a leader, therefore, is an onerous task that necessarily requires very special proficiency to perform.

Great political thinkers agreed that ministers and advisers need five basic attributes, if their works are to be fruitful and satisfactory; i. Wisdom, whereby they will perceive clearly the outcome of everything into which the Principal may enter; ii. Knowledge, where by implications of actions of the Principal will be open to them; iii. Courage, to act as and when appropriate on the Principal; iv. Honesty, so that they will treat all things and men truthfully without exception; and v. Discipline, to keep official secrets as secret at all times. If the President is able to appoint suitable men, then he is most likely going to succeed, for “a good minister/adviser is like the ornament of the King”; but if he is unable and appoints unsuitable men, then his regime is most likely going to fail. Aristotle, that great Greekphilosopher, said that when a ‘king’ has an unsuitable [ignorant] minister/adviser, his reign will be like a cloud which passes on without dropping rain.

Instructively, in our presidential system of government, all ministers/advisers are solely appointed by the President. This means that the quality of advice and execution of public policy are also solely dependent on the kind of ministers/advisers the President-elect assembles to himself. In appointing ministers/advisers, the president’s skill or lack of it to distinguish the great disparity that exists between men who are suitable and men who are not, in itself can decide the ultimate destiny of his regime. The President-elect may well need to heed to Aristotle’s admonition; “good advisers are needed to help the King spare his reign”. The fourth point is to learn from past historical trends, especially the mistakes of his predecessors and avoid them all. I will expatiate few examples on this point.

First, is the inauguration of the National Assembly (NASS). The President-elect needs the NASS

on his side to perform optimally. To this end, the President-elect should avoid the mistakes of his predecessor and personally inaugurate the NASS so as to create an interpersonal relationship with members. This would not only forestall the crises which the Buhari’s presidency faced with the NASS in its first term, it would instead create a strong bond of goodwill and confidence-building between the two arms of government, thereby earning the executive full cooperation of the legislature. He will be able to also influence the type of leadership he needs in the legislative houses.

Second, unlike his predecessor, he must compose his governing team quickly. It is important to carefully and decisively take charge of all the levers of state power and immediately create effective authority to drive government policy thrusts, create a good first impression of the President’s leadership style, trigger people’s confidence in his government’s policy initiatives, and substantially muster public faith in his personal capacity to provide effective leadership to the country.

Third, in resolving the intractable debilitating problems of the country, especially the security issues, the President-elect should also avoid the mistakes of his predecessor. For example, in deciding the policy thrusts of his administration, he initiates the appropriate wide range consultations with necessary stakeholders; thereby appreciating the fact that the problem is more of a sociopolitical than a military one. It is therefore advisable that before the President- elect takes any decision and makes any pronouncements on any critical issue, wide ranging coordinated consultations are made with critical stakeholders so as to arrive at the best form and method of handling the issue at hand.

These consultations are important on two aspects – first, they will help formulate alternative devises that are locally initiated, people-owned, people-friendly and practically effective in the resolution of the issue at hand; second, it will be politically beneficial to the President-elect because he will be seen to be carrying the people along in his policy formulation and implementation processes. This way the people will feel part of it and therefore support it. But failure to do so will alienate the people and distance them from such policy initiatives, thus further create a poor impression of government’s policy directives with its debilitating loss of peoples’ confidence in the president’s method of governance; leading to policy implementation failure.

Fourth, is recognition and careful consideration of those who contributed to the success of the president, especially the competent and qualified amongst them. The biggest political problem of President Buhari is the outright neglect of those who contributed to his political success. The President-elect must identify, recognize and patronize those who sincerely supported and contributed to his political aspirations. This way he will retain their support and be guaranteed of their loyalty. If these points are taken into account, it is my humble submission that the Tinubu regime will succeed where others have failed.

Transactional Relationship: The bitter truth

Our car got stuck in poky traffic when I was heading home after visiting our ailing mother at the National Hospital Abuja last night. The motion was really slow, and that instantly made me feel bored. Also, a young lady was sitting close to me, making annoying phone calls and eating popcorn. I looked at everybody in the car, and they were all engrossed in their smartphones except the driver, who remained focused while driving. So I brought out my phone, rushed to my gallery and played a Hollywood clip. That’s how I decided to kill my boredom.

While watching the clip on my phone, the young lady sitting next to me tapped me on the shoulder – indicating that she needed to talk to me. I felt her tapping but hesitated to turn until she tapped me again. 

This time I turned and stared at her curiously. She then asked if what I was watching was interesting. “Oh, yeah. It’s an interesting clip. Would you love to see it?” I asked. “Ah, no. I thought it was a movie”, she responded. After learning that what I was watching was just a clip and not a movie, she continued to make her phone calls. She’s holding an iPhone. Even though I didn’t see her face clearly, I could attest to her gorgeousness through the softness of her voice.

She was happily on the phone with her boyfriend when one of her broke guys called. Unluckily for him, she didn’t hang the call to attend to his call until she was done talking to the rich boyfriend. She didn’t even greet him when she finally picked up the broke guy’s call. Instead, she began to yell at him for not sending the money he had promised her the other day. I keenly listened to them till the very end. Mind you; I wasn’t eavesdropping because she put the phone on speaker. So, I did hear every single bit of their heated phone conversations.

I was disgusted by what she said to the broke guy. I pitifully imagined myself in his shoes. Although I’m hopeful that I will never be entangled in such a type of unavailing relationship, I felt and still feel for the poor guy.

This encounter has taught me a bitter lesson: how transactional relationships have become these days. Today, only a handful of women love their men unconditionally. Instead, most of them love their men because of their monetary status. I’m not saying that money doesn’t play a significant role in relationships. Of course, it does, but it’s saddening how some women have reduced relationships to lucrative businesses where they earn big money without even investing a dime.

And it’s equally saddening that some men, too, only entertain sexual relationships. This is why we are fast losing our modesty as a society. Any relationship sorely built on material gain is doomed to fail. Loyalty and patience are the most important things that usually keep a relationship going. Money cannot possibly keep your relationship afloat, but loyalty and patience can.

Kano needs more journalists

Journalists play a crucial role in the ruin of wrongdoings and corruption by reporting the news to the public through various media, research, interview sources, and writing accurate and balanced stories. They also hold those in power accountable by investigating and exposing wrongdoing and corruption. Journalists can simply be described as the voice of the voiceless. 

Moreover, Kano State is the second most populous state in Nigeria, with 44 local governments, and most local governments are outside of the Kano metro. As a result, the voice of the people living outside the metro is not heard. As a result of the lack of journalists that conduct rigorous investigations and research public problems, these rural areas remain neglected.

As gubernatorial elections and State Assembly were conducted in Nigeria on 18 March 2023, many polling units were declared inconclusive due to poor security operations, a snatch of ballot papers and arsons etc. This led to declaring some polling units as inconclusive.

Supplementary elections were held on 15 April 2023 in local governments like Tudun/Wada, Garko, and others. Unfortunately, a large number of thugs were brought into the respective polling units, and those that were legally and legitimately responsible for re-electing were denied and threatened by the thugs. But unfortunately, it is hard to get even a single journalist who eye-witnessed how the election was conducted. Most of these journalists only analysed reports based on their sentiments and opinions. 

In conclusion, journalists can positively impact rural areas by reporting objectively and accurately on public problems without pushing a partisan agenda. However, journalists must avoid promoting divisive rhetoric that pits rural communities against urban areas or different political factions. By investigating local government officials and other influential individuals, journalists can help ensure they act in the community’s best interests. However, this must be done responsibly and fairly without sensationalism or fear-mongering.

Take pity on the innocent children!

Marriages built on love, affection and mercy are expected to last forever. But, unfortunately, whilst some marriages crash in infancy, others spanning for decades end up in divorce, too. The psychological trauma children of those failed marriages experience due to their parent’s separation is deep and enormous, negatively affecting their physical and mental health.

In most cases, the love lost between ex-couples shifts to their children. Both the mother and father show unconditional love and care for them, for love of one’s progeny is an inborn disposition in humans and animals.

Despite this, there are pockets of male parents in our society who decline to provide sustenance for their children once the split occurs. They, sadly, leave their ex-wives and their families with the burden of fending for their seeds. Instead, the wives’ families, stacked with their backbreaking responsibilities, bid their daughters to take the matter to court.

It is profoundly depressing how our Sharia courts are flooded with such cases (as mentioned above). I have seen multiple men go to jail for failure to comply with court orders, namely, to give their ex-wives the measly amount designated for the sustenance and upkeep of their children.

From what I have learnt thus far, some men defaulted not because they could not afford it but rather due to their fall-out with their ex-wives, the children’s mothers. The innocent kids usually take a back seat thanks to the resentment the father harbours against the mother. To treat their ex-wives harshly, they deprive their children of their necessities. One wonders: what benefit do such men draw from putting their kids’ lives in misery and danger?

The situation of some divorcees is both worrisome and pathetic. Many have become frequent court-goers because their kids’ fathers are reluctant to relieve the burden. Scores of children of failed marriages suffer significantly because the wrangling between their parents barely stops. The kids’ welfare stays truncated as a result.

My plea to such men is to fear Allah (SWT). And remember that the children they’re endowed with are a trust for which they’ll account. Their children have rights and responsibilities upon them.

As the prophetic saying goes: “All of you are guardians and are responsible for your charges; a man is a guardian of his family and is responsible for his charge.”

Forty years without Malam Aminu Kano

I became familiar with politics before the age of ten. One contributing factor was family members who contested for elective positions during Nigeria’s botched 3rd Republic in the early 1990s. I was close to people contesting positions as low as councillorship and as high as president. Whenever they were having discussions, there was one name that came up frequently, and that name was Malam Aminu Kano. At that time, his death was not even ten years old.

I knew little about this frequently discussed man then, but I grew up striving to understand more about him. I noticed that politicians from all affiliations adore him, pray for him and then treat him like a prophet. Whenever he is mentioned, people get filled with nostalgia. There is virtually no politician in Kano and, by extension, the greater part of Northern Nigeria who doesn’t want to be associated with the Aminu Kano brand.

For over thirty years since I first heard his story, I have struggled to understand more about him.  The deeper I went, the more I realized how special he was. From 2002, when I became much keen on observing and studying Nigerian politics, up to date, I have been very much convinced that the majority of the set of people we call politicians today are mere jokers without any vision compared to the likes of Malam Aminu Kano. Only a very few of them have tried to replicate the kind of discipline and honesty he was known for. During their era, the likes of Aminu Kano were in politics for a reason which was never self-centred.

Although he was known mainly as a politician, emancipator, reformer and activist, Malam was also a great author, orator, mentor and educationist. He is credited with establishing the modern Islamiyyah system we operate today. He is also believed to be one of the shapers of mass education practised today. He had touched society positively in many ways other than politics. That is why we have diverse institutions named after him; roads, schools, hospitals, airports, etc.

At the peak of his powers, Malam was literally the owner of Kano politics, yet he was humble, kind and generous even to his opponents. His honesty was uncommon even for his era. It was reported that one day, the then Kano State Governor, Muhammadu Abubakar Rimi, visited him with the gift of an electric generator. Malam enquired whether the governor had provided a generator for all the people of Kano State. That was how he rejected it, and Rimi had to leave with it. When Malam died, he didn’t leave any wealth for his family. His only house is now a research centre managed by Bayero University, Kano.

Today marks exactly 40 years since the demise of this rare human being. Although his ideology, ethics and teachings have remained significant, the people have never stopped mourning him. Every year, his death looks fresh; Malam will be mourned forever. He was a champion of progressive politics and justice, a defender of the oppressed and downtrodden, a true man of the people and a dedicated ad unique statesman. He is among the most outstanding Nigerians and a role model to millions of citizens and leaders. He will remain a reference point for a long time or forever. His history will be written and rewritten severally.

His death marked the end of ideological politics in Northern Nigeria. I see him as the greatest Kano citizen of all time, at least in the modern era. He has established a norm by living a life that any right-thinking person would aspire to lead. But, unfortunately, a society like Kano, which enjoyed a solid political foundation laid by the likes of Aminu Kano, is now governed by the kind of shameless and self-centred people we see today.

While some political leaders have worked hard and tirelessly to sustain the Aminu Kano legacy, many others have been anti-people, playing the politics of self-interest at the expense of society. The bitter part is that even political crooks and criminals disguising themselves as leaders are claiming to be identifying with the teachings of Aminu Kano.

Today, we have so many pretenders who claim to be disciples of the late sage, and only people with historical knowledge can unearth their treachery. It is funny that some people even wear his kind of attire, bragging about being like him, while in practice, they are corrupt, morally bankrupt and don’t adhere to any of his teachings.

Unfortunately, many who lived with him did not inherit his modesty, honesty and simplicity. Many of the influential people who remember him today only do so hypocritically. They were never sincere about promoting his virtues. People who claim to have him as their role model are stupendously rich beyond rationality while maintaining a questionable character. If he were alive, he would disown most of these pretenders.

Malam Aminu Kano was not wealthy; he didn’t hold many government positions. Malam didn’t force people into building a political empire, and he wasn’t greedy; his name has been written in gold, and nothing can erase it for the rest of history. The corrupt leaders of today will die to have his kind of name, but they can’t exercise any of his virtues. Instead, they are shamelessly hell-bent on garnering wealth, wealth and more wealth as if there is no life after death.

All my life, I have aspired to become myself and carve a niche from my own view of life. I had understood very early in life that every human being is unique in his own right, and there is no rigid template that everyone must follow to become great. Many great men have inspired me, but I still enjoy being myself. However, for every rule, there is an exception; from what I’ve gathered about Malam Aminu Kano, he is one person I can give up everything to be exactly like him.

The Illogicalities in English Grammar

As against the traditional definition of grammar, English grammar is a mixture of arbitrary and non-arbitrary, logical and illogical rules that are fused to form a language that was hitherto made up of some feuding tribal groups (Angles, Jutes and Saxons). It was around the 14th century, when the Renaissance started, that many linguistic and literary forms and areas were borrowed from Latin, Greek, Sanskrit, French, Spanish, etc, to swiftly form a language that would be used to conquer the world.

English grammar is full of arbitrary and illogicalities that are used as rules governing language use.

The inconsistency of English grammar is vivid in tense formations. For example, the three broad English tenses are further subclassed into 12. Each one delineates a form of the verb that allows you to express a specific time. But the English language has bizarrely many different ways of forming future references. While, for example, “he has…” and “he had…” express two incongruous tenses, the following 5 sentences express one thing, one idea and one tense:

1. The man will take off in 2 minutes.

2. The man will be taking off in 2 minutes.

3. The man is going to take off in 2 minutes.

4. The man is taking off in 2 minutes.

5. The man takes off in 2 minutes.

Has your language such bizarre ways of expressing the same idea from different tenses fused in one tense?

While the auxiliary verbs such as have, has, had, etc attract past form of a verb, the past modal auxiliaries such as could, would, should and might ironically attract the present forms of a verb:

 He had arrived before you came.

 He could arrive before you.

What an incongruity!

There’s no grammatical environment where the rules of agreements are flouted as in the use of idiomatic expressions. For example, the rule of specification in the use of definite and indefinite articles is sometimes dropped in favour of the arbitrary. For instance, nouns and adjectives take articles depending on the environment. But many idiomatic expressions do not leave rooms for articles:

 He is second to last.✔️

 He is second to the last.❌

 Moreover, idioms such as “it is high time..” and “it is time..” bizarrely take past forms of a verb whenever they are used though they express the present context:

 It is high time we spent the night there.✔️

 It is time he was jailed.✔️

 Sometimes, two similar idioms can be at variance with a slight change in an article. For example, the following sentences express two opposite meanings:

 1. Musa had been the shadow on Abdu’s shoulders during their undergraduate days.

 2. Musa is a shadow of his former self.

While the first means that Musa was so intelligent that he was Abdu’s rival at the university, the second one expresses that Musa is no longer as formidable as he was.

English grammar becomes arbitrary under the notional concord. Notional Concord refers to the agreement of verbs with their subjects on the basis of meaning rather than grammatical form. For example, each of the following quantifiers takes a different rule when it’s used: while “a number of..” takes a plural verb, “the number of..” arbitrarily takes a singular verb: 

 A number of students are missing.✔️

 The number of students is missing.✔️

Similarly, in the use of a “catenative verb”(denoting a verb that governs a series of verbs in a sentence), two or more verbs can appear in different forms. Another can follow a verb in past form in continuous or even base form:

 I saw her complain.✔️

 I saw her complaining.✔️

 I saw her complained.❌

 What a grammatical anomaly!

Conditional tenses clearly expose the incongruity of English grammar. For example, the first conditional tense looks more futuristic than present in their expressions, yet the “if ..” clause uses habitual tense(if you come..), and third person singular marker (if he comes..). But why should a future reference be used with elements of “s” inflexion exhibiting presentness?

The second conditional tense(which expresses unrealistic situations) daringly expresses the grammatical incongruity: “If you, we, he, she, they were..” is used in all the categories of pronouns and nouns. Here, classifications such as first, second and third-person singular and plural are immaterial! 

Under subject/verb concord, he, she, it, Musa, Binta is used in expressing habitual tense aspects using “s” or “es” inflection but I is not used in this pattern. He/she is used with “has” but I is used with “have”. He, she, it is used with “is” but I is used with “am”. You(second person plural), we, they are used with “are” yet “you”(second person singular) is also used with “are”. But you, we, they, he, she, it is used with “might have..”. Why not he, she, it ” might has..”? English grammar is so funny and complex! 

In plural/singular formations, the rule is sometimes arbitrary. For example, boy, girl, friend form their plural with an “s” inflection. Yet, ox(oxen), child (children), etc, are oddly different.

Why, then, is English so complex in its grammar, phonetics and phonology?

First, English is the child of partible paternity (many fathers)as Jute, Norman, Angle, and Saxon have all contributed their semen in the bearing and formation of what would later become English.

Secondly, English is the most subjugated language, with huge borrowing from Danish, Scandinavia, Latin, Greek, German, French, Arabic, Hindi, etc. No language enjoys huge borrowing as English does.

 Even the so-called 8 English Parts of Speech belonged to the Greek, not English grammar. This is why there are lots of incongruous rules. This is why “boy” is a noun but “beautiful” is not a noun but an adjective. Yet “beautiful” has all the qualifications of a noun. A table with a flat top and 4 legs is not called an adjective, but beautiful, an abstract quality is called an adjective.  This is why you have rules such as “he, she is..” but not “I is..” but “am”. These parts of speech are adopted from Greek grammar.

 The above and many more reasons are what make the English language have the hardest spelling system, pretty difficult pronunciation, a high number of sounds and sound shifts, etc.

The logic is that he is he, she is she, but I is not I, you is not you, but I am.. and you are… While she HAS the book, I ought also HAS the book. But it says I have… While we are we, they are they, but why you is not you, they say you are you not you is you.

 This grammar is illogical!

Notes on Hadiza Bala Usman’s book, Stepping on Toes

The 200-page book with 17 Chapters titled, “Stepping on Toes: My odyssey at the Nigerian Ports Authority,” is a very interesting book with damning revelations. It is an inside story of Hadiza Bala Usman’s stewardship as the Managing Director of the Nigerian Ports Authority (NPA) and the mess that is the Nigerian public service.

The book is written in simple and straightforward English that even a high school student will comprehend so well. My interest is piqued and waxing stronger from one Chapter to another thereby making the book to be unputdownable.

The first two chapters of the book highlighted the events that summed up her closeness to the former Minister of Transportation, Rt. Hon. Rotimi Ameachi, his recommendation to President Muhammadu Buhari for her appointment as the Managing Director of the Nigerian Ports Authority and the President’s subsequent approval.

Chapters three, four and five discussed the status quo or context in which Hadiza met the top government officials, internal reforms and her steps toward turning the place around for the better. Her innovation or attempts at decongesting the ever tiring Apapa’s traffic was also captured here.

The rest chapters delved into the ‘stepping on toes,’ the root causes of her imbroglio with vested interests in the industry and her boss-cum-witch-hunter and eventually her ‘stepping aside.’ It was either a major player in the industry or contractor breaches the contract agreement with impunity or it was the Minister who wants an extension for a contractor after a procurement process has already commenced.

The final chapter, Chapter 17, was the icing on the cake. If you’re not given to reading books, try to read this last chapter titled “The lessons I learnt.” For anyone who eventually finds themselves in the public service. The chapter needs to be etched in our memories before we get carried away by the allure of wealth or the sweetness that comes with the corridors of power whenever we are called to serve. I implore everyone to read the book especially people who have a tinge of interest in the public service.

It is good that she documented her experiences and travails as the boss of the NPA. Her successor or anybody with an interest in public service will learn some lessons on the political scheming, politics, lobbying, vested interests, backstabbing, soft and tough decisions and, careless and honest mistakes that come with public office.

Some decisions taken by public office holders might seem awkward, insensitive or uninformed but we never could tell the context and variety of information and decision available to them. An autobiography will give us these insights. And I am particularly happy that politicians or public servants are toeing this path of detailing their experiences, thoughts and decisions making in their public service sojourn. We hope, some day, the former Minister of Transportation, Rt. Hon. Ameachi will also write a book so we could get his own version of the story. The revelations are indeed damning.

Without falling for the danger of a single story and without prejudices to Ameachi, Hadiza’s story is not unusual as far as the public service terrain is concerned. From Sanusi Lamido Sanusi to Yewande Sadiku to many other patriotic Nigerians who left the call to serve the nation somehow scathed; it has always been a case of being loyal to the truth and country or being uncritically loyal to your boss or some vested interests who call the shots with impunity and clear disregard for the rule of law and the country’s image and integrity.

The Nigeria’s public service is a very intriguing space and it would be difficult not to step on big toes especially when you really want to carry out reforms or bring about change or sanity in the system. The beginning of your suffering as a Nigerian, whether as a leader or the led, is to insist on following due process in your dealings. With this sole decision, you’ve kissed peace a goodbye.

A reformed minded person will always come onboard with disruptive decisions and vested interests who have enjoyed monopoly, formed cartels and compromised previous and existing civil servants don’t go down without a fight. They will pull all the strings available in the book and it could be done in the most harshest and dirtiest manner.

From getting a court order to restrain you from proceeding with a well planned and thought out process to employing hoodlums to attack you and to using dangerous politicians to fight you on their behalf. And these dangerous tendencies have pushed many intelligent and patriotic people away from public service.

Furthermore, when it comes to feasting or latching on the national cake, the collabo between politicians or vested interests knows no political party, ethnicity or religion. The most important thing for the interests is to just align and every other thing or person is just a chess pawn.

Public service is increasingly becoming a toxic and thorny path many reform-minded persons will not want to toe. Now, should we decline a call to serve our country? The definitive answer to that is no! Whenever you are called to serve the country don’t hesitate to oblige, it is an opportunity to make decent contributions for your country. The public service is too important to be left to the sharks. Go into the public service terrain, get your fair share of scars but make sure you leave an imprint of integrity, transparency and accountability. And in the end, publish your story.
