Prof. Suwaiba Sa’id Ahmad: Tribute to the Iron Lady

I want to congratulate Professor Suwaiba Sa’id Ahmad on her promotion to the exalted rank of Professor by the Governing Council of Bayero University, Kano.

Prof. Suwaiba is a pioneer. After 20 years in academia, she became the first female professor from Babura, Jigawa State. She progressed from Graduate Assistant to Professor, holding leadership roles like Head of the Science and Technical Education department and Director of the Gender Studies unit.

Her expertise extends beyond the university. She served as the Provost of Jigawa State College of Education. Currently, she holds the esteemed position of Minister of State for Education, Federal Republic of Nigeria, leveraging her vast experience to shape the country’s education landscape.

Prof. Suwaiba, the current Nigerian Minister of State for Education, is an exemplary academic and a shining star in the field of science education. Her unwavering dedication, unrelenting passion, and uncompromising commitment to excellence have left an indelible mark on the lives of countless students, colleagues, and the academic community at large.

As a renowned scholar, Professor’s contributions to her field of Science Education have been groundbreaking, insightful, and profoundly impactful. Her research has not only advanced our understanding of critical issues in the education sector but has also informed policies, practices, and innovation.

Prof. Suwaiba, a gifted teacher and mentor, inspires generations of students to pursue excellence and cultivate a love for learning. Her rare ability to connect with, listen to, and guide students nurtures their growth and earns her deep admiration and gratitude from all who learn from her.

Throughout her illustrious career at Bayero University, Kano, and outside, Professor Suwaiba has demonstrated remarkable leadership. She collaborates with colleagues, institutions, and communities to advance the cause of education, promote social justice, and foster a culture of inclusivity, equity, and excellence.

As we celebrate Prof. Suwaiba’s achievements at this incredible milestone, we honour her remarkable accomplishments,character, values, and unwavering commitment to making a positive difference in education. She is a true treasure, a beacon of hope, and an inspiration.

On TSU’s unending strikes and govt’s ‘responses’: A call for stakeholders’ intervention

Taraba State University (TSU), Jalingo is, yet again, under lock and key as a result of industrial actions embarked upon by the Academic Staff Union of Universities (ASUU) on the 5th of December 2024, and all other labour unions in the University subsequently to press home germane issues that bother on effective running of the institution and welfare of its staff.

Ordinarily, this would not have been a hopeless situation completely, as industrial actions could be resolved as soon as they start if well handled. But with the rather harsh and brutal response of the Taraba State government, a solution to the present strike is not in sight.

What are the issues in contention, by-the-way? ASUU-TSU outlined six key demands upon commencement of the strike as follows: (1) absence of pension scheme for staff of the University, (2) non-payment of four months salary backlog, (3) failure of the state government to constitute a Governing Council for efficient running of the University, (4) non-payment of accumulated Earned Academic Allowances, (5) repeated exclusion of the University from minimum wage implementations, and, (6) inadequate funding as provided by the Law establishing the University.

Simple as these sound, all diplomatic approaches by ASUU to prevail on the state government to address them have failed, leaving the Union with no option but to embark on strike. Sadly, the response of the state government clearly indicates that the strike will linger longer than expected.

A quick rundown on the major responses as highlighted by the Chairperson of ASUU-TSU Branch, Dr Mbave Joshua Garba thus far confirms this hunch: first was a statement from the Office of the Special Assistant (to the State Governor) on Media and Digital Communications, Mr. Emmanuel Bello requesting the Union to call off the strike immediately and return to the negotiation table, to which the Union queried: which negotiation table? The same “table” that government officials abandoned since June 2024, and have consistently evaded the Union’s advances for engagements?

Besides, the struggle at this point has passed the stage of “negotiations” but instead, requires appropriate actions on the part of government: do we need negotiation to enact a Governing Council for the University, implement a pension scheme, pay salary arrears/EAA, or implement the national minimum wage for the University? One thus wonders what exactly the SA wanted to negotiate with the Union again.

The second response as reported by the Chairperson came through the Commissioner of the then Ministry of Education, Dr. Augustina Godwin, who told the Union that the Governor has two options for them: to call off the strike immediately and have his audience once he returned to the state, or remain on strike while government takes ALL the time it requires to compute and work on the demands of the Union. ASUU opted for the latter, for who is in a hurry to return to a classroom that holds no hopes for him, both now and in future anyway?

Then came the last move that clearly portrayed government’s confusion regarding TSU and her intractable issues: the (re)creation of the Ministry of Tertiary Education, which hitherto existed in the state but was scrapped by the current administration, and which was there during the past administration, yet could not resolve the stalemates that befall the University.

Clearly, the state government lacks the sincerity of purpose required to resolve the issues in dispute, and this is most unfortunate for an administration that has made access to education its mantra. For instance, one wonders if ASUU must embark on industrial strike before government is moved to constitute a Governing Council without which the University is handicapped in the discharge of its administrative mandates. Yet, ASUU has consistently engaged the government on this issue since the last Governing Council was dissolved in 2023 to no avail.

What about a pension scheme which has become a dirge that staff of the University chant every day, but which all other tertiary institutions in the state have? Today, many staff of the University have put in about fifteen years of service without a penny as pension. When a staff of the University retires, s/he walks home with nothing after years of enslaving but meritorious service to the state.

The most distressing moment is when a staff dies: his family is entitled to a paltry 50,000 naira as death benefit which is recently increased to N70,000. Yes, that is our worth in death without gratuity. Indeed, many staff of the University have switched from other institutions or agencies with functional pension schemes to TSU. Sadly, once they assume duty in TSU, they as well kiss the final “goodbye” to pension and gratuity.

While ASUU’s engagements with the state government towards amicable resolution of these issues hit a stalemate, the final straw came that completely broke the camel’s back, namely: the blatant and cruel exclusion of the University from the N70,000 new national minimum wage implementation in the state. Yes, as I write, TSU staff are being paid using the grossly outdated 2009 salary template for Nigerian Universities! Last year, the state government implemented the N30,000 minimum wage for workers without effecting the consequential adjustment for staff of the University, even as other tertiary institutions in the state were captured which showed the resentment of the government to staff of the University. Then came the FG/ASUU 25% and 35% salary award which was also ignored by the state government with impunity.

The peak of this cruelty has just manifested with the conspicuous exclusion of the University from the 2024 N70,000 national minimum wage implementation in the state in November. Afterwards, all concerned stakeholders put up evasive postures to ignore all efforts by ASUU to push for inclusion of the University.

ASUU Chairperson reported, shockingly, that at a meeting with government representatives, the Commissioner for Finance, Budget and Economic Planning, Dr. Sarah Enoch maintained that the University is not entitled to the new national minimum wage, even as she admitted, funny enough, that there is need for consequential adjustment. This position betrayed, first, the level of confusion that pervades the corridors of power regarding issues in TSU, and secondly, the cruel disposition of critical state actors to the plights of the University’s staff.

Few questions beg for answers arising from the Commissioner’s disposition: if tertiary institutions in the state are not entitled to the new minimum wage, why implement it for the State Polytechnic, College of Education, College of Agriculture, School of Nursing and Midwifery and the School of Health Technology? Why jettison the submission for the University which was computed by the same minimum wage committee in the state? Again, why question the report of a committee that had all relevant stakeholders on board, including from the Ministry of Finance? Does this mean that the Commissioner’s personal judgement supersedes the position of the committee made up of experts from all relevant ministries?

Unfortunately, government has chosen the vindictive path, and has weaponised hunger to chastise the Union back to the classrooms, a strategy that is counterproductive and had repeatedly failed in the past. For instance, November salary was immediately withheld to cow the Union into submission, then came December salary. It is shocking that not even the commemoration of the birth of Christ could move the state government to bury its vindictiveness and release December salary to staff of the University to celebrate the Yuletide with their families and loved ones.

To TSU staff, this is but a familiar maltreatment, a repeat of what happened in 2020, 2022, and now 2024 when staff had to celebrate Christmas without salaries. The tale is same for the Muslim brethren, who can hardly recall when last they celebrated either Eid-el-fitir or Eid-el-Kabir with their salaries paid. This is a dehumanising act that we are already used to, the more reason why the brutal approach is doomed from inception.

Indeed, this is time for all stakeholders in the state to act. TSU is core to Taraba State’s socio-economic advancement, no wonder its motto: “Harnessing Nature’s Gift”. Within the short period of its existence, every sector in the state is a testimony to its profound impact on human capital development. It is, therefore, time for all those who mean well for the state and its progress to speak out and prevail on the government to stop playing the ostrich and do the needful.

Government must, at this point, put on the toga of sincerity towards frantically addressing the lingering issues that constantly ignite industrial disharmony in the University once and for all without further ado. There is no better time to act than now.

Aftermath of ASUU strike and the hike of university fees

The Academic Staff Union of the Universities (ASUU) embarked on an indefinite strike on the 14th February 2022, following years of unresolved issues with the federal government. During the period of the strike, the union had on several occasions met with the federal government representatives headed by the labor and employment minister Chris Ngige with a clear mandate to find a long and lasting solution to the lingering problems but to no avail as the meetings have always ended in deadlock.

Tired and frustrated with that, In September last year, the federal government through the ministry of labor and employment took the union to an industrial court, praying to the court among other things to order the varsity teachers to resume classes with immediate effect. The outcome of the court’s judgement favored the federal government. Paradoxically, the appellant court refused to entertain ASUU’s appeal, saying that until and unless they obey the lower court’s judgement of going back to classes.

The intervention of the speaker, house of representatives Right Hon. Femi Gbajabiamila has paved the way for the varsity workers to get a soft landing in what seems like an unending fracas with the Federal government.

Prolonged and incessant ASUU strikes were this time around followed by a heavy price as the federal government reiterated that, the no work no pay policy has been duly applied to the striking workers. The federal government decision to withhold their salary has generated heated debates and threats from ASUU, but the government remains adamant. Closing down of Universities is at the detriment of students because they are always at the receiving end.

Having been tried but failed to convince the FG to pay the arrears of the past eight months of ASUU members, the management of some universities have decided to compensate that with an increment of students’ school fees. It’s no longer news that some universities have deliberately increased their fees to more than 100%.

It’s now crystal clear that this increment will affect many students because their parents cannot afford to pay such whopping amount of money as school fees. In the meantime, the mass exodus of students dropping out of the universities most especially in the North is imminent. Leaders and everyone should know this. Many students have expressed their worries on the trend and their final resolve to quit.

Bauchi governor appoints new commissioners, caretaker chairmen and advisers

Two new commissioners, caretaker chairmen and special advisers have been appointed and sworn in by Bauchi State Governor Alhaji Bala Muhammad. 

Media Aide to Bauchi State Governor Lawal Muazu Bauchi disclosed this in a statement on Friday. 

Jamila Mohammed Dahiru and Amina Muhammad Katagum were appointed to head the state education and rural development ministries, while Yusuf Garba and Abdullahi T. Musa were sworn-in as special advisers. 

The Governor also appointed Caretaker Committee Chairmen of the twenty Local Government Areas of the state and their deputies.

Speaking at the inauguration ceremony held at Multipurpose Indoor Sports Hall Bauchi, the Governor advised the new commissioners to work hand in hand with permanent secretaries and staff of their ministries for the effective implementation of policies and programmes of government. 

He further admonished all the new appointees that his administration had no tolerance for corruption or sabotage. He said they are expected to participate actively in the actualization of the Bauchi renewal project. 

Speaking on behalf of the sworn-in Caretaker Chairman, the Caretaker Chairman of Katagum Local Government, Umar Hassan, thanked the Governor for the honour and promised to justify the confidence reposed in them.

In defence of ASUU strike (I)

During my university days in one of Nigeria’s best and leading universities, I was a victim of the Academic Staff Union of Universities (ASUU) strike. As a result, we were stricken academically and made to stay at home for an entire year.

The ASUU-Federal Government face-off continued to linger. We were affected by another two-year strike at different times. Then I wrote a full page in the Daily Trust opinion column of 2 May 2003 titled, “ASUU/FGN Face-Off: Point Blank”.

I don’t really blame ASUU for all the strike actions. Because I know even then, the moribund status of the Nigerian education system had reached its comatose stage. We were given lectures in two of the biggest lecture theatres at my university. And the mammoth student crowd was so overwhelming that one had to sit on the floor to listen to lectures. There was a lack of seats and spaces to patch on and receive lessons. That was nineteen (19) years ago!

Now I don’t want to be lengthy today. Anybody that wants to know the solutions I proffered then could search Google or take time to read my book chapter on Nigeria. It is there on Amazon

To cut the story short, I listened to the haggard-looking and frustrated ASUU President with a sympathetic mind. I saw how Seun of Channels Television tried to balance his reporting with Festus Keyamo’s verbal diarrhoea.

First, anybody watching Keyamo’s take on ASUU knows he is lying! He sounded a pathological one, for that matter. But I don’t blame him because that’s what some Nigerian politicians do to make ends meet! However, as a lawyer and former human rights activist, Keyamo ought to have been careful by minding his language as a custodian of justice.

I am happy the ASUU President debunked and dismissed Keyamo as one of those ‘chop-chop’ guys that rants on government, but after having a lucrative position, they eat and dine from it. And their so-called activism ends there!

Second, Adamu Adamu’s Nigeria’s Federal Ministry of Education is one of the most corrupt ministries in the world. A verifiable proof and evidence of this is vivid when one wants attestation of their academic documents. The entire people in charge of attestation of university documents are all fantastically corrupt. They charge and collect kick-backs from left, right, back, front and centre! And they would tell you there is no actual price for attestation of one’s academic documents.

Very recently, a very shocking incident happened. Someone was kept aside, probably a former staff of the Ministry, that specialises in being a money liaison negotiator between one of the women directors that work in that attestation section in the Ministry and anybody that comes for attestation of documents. That guy (name withheld for now but will be released in my subsequent analysis) is extraordinarily corrupt and charges a considerable amount of money in the name attestation!

I wanted to expose these ills and terrible ineptitudes to Adamu Adamu by intending to painstakingly go and meet him personally at his office the way we used to meet at late Dr Mamud’s Tukur house in Kaduna at Raba Road. But I decided not to because he may ask his secretaries not to usher me in. The rest of this story is a menu for another day. Now let’s come back to ASUU Strike.

As it is, Adamu Adamu has lost respect and the so-called radical reformer he thinks he was. Because for him to preside over an education ministry that is the biggest in Africa and allow corruptible ministerial staff to keep reigning and painting a terrible image of Nigeria in the name of attestation of documents shows a lack of concern and total negligence of holding public office on Adamu’s part!

Therefore, little wonder when he ignores ASUU’s demands because during his struggle days to make both ends meet, he was an ardent ASUU supporter. But now, he has joined the bandwagon of Keyamo’s “Kiya Kiya” in the name of public service!

Third, I respect my university teachers very well. They earn my respect any day. Because despite all odds, they made me who I am educationally (academically), politically, socially, realistically, genuinely, “temeritically”, hopefully, audaciously, respectfully, fearlessly, confrontationally, and above all analytically and scientifically savvy.

Ditto Adamu Adamu and the Keyamo’s of this world!

They were well trained and educated by those university lecturers that they betray today in the name of public office.

ASUU Strike: Between extravagant hopes and exaggerated disappointment

Let me start by saying that I am not holding any brief for the Academic Staff Union of Nigerian Universities(ASUU) because I was its victim of strike for three (3) years. I am not holding any brief for Nigeria’s Federal Ministry of Education and government either, as I very seriously hate their mishandling of Nigeria’s education sector. 

Today, I write as a concerned individual who believes in teaching and providing free education to Nigerian and global citizens. 

Hence, I write this as a classroom teacher that taught in a Nigerian State’s Polytechnic for three (3) years as a volunteer lecturer. I did not collect a single Kobo or Naira from that college throughout my volunteerism teaching at the College of Business Management. I only wanted to pay back what I had taken from the excellent teachers that made me who I am today. 

Therefore, it is very pleasing whenever I reflect and have a flashback over certain moments that contributed to my making, particular via the teaching and mentorship of my amazing teachers. 

Indeed, I sometimes feel very disgruntled whenever I see a certain Minister of Education who once upon a time advocated through his long essays in Daily Trust stable a 30% allocation of Nigeria’s budgetary provision to the education sector. However, that Nigerian Minister now develops a thick skin on resolving this simple yet terrible antecedent by hiding under his Ministerial gown to suffer and implicate an already ailing system! 

The issue is simple: It is either the likes of our laconic and apt Prof. Farooq Kperogi amplified that Minister’s writing prowess beyond or above what he is, or he’s exaggerated as someone with firsthand knowledge of Nigeria’s education system. I am unsure whether writing long pieces of literature in the name of Friday columns and reeling towards power qualifies one as an expert to lead a very large and delicate African educational system. 

Therefore, I believe mastery of achievement so-called via writing newspaper columns or “Definitions in Humour” does not preclude one from being considered a novice and a toddler in leading an education system that is deliberately beleaguered in the name of politics. The way the Minister portrays himself as a man of God by writing all sorts of educational polemics in Nigeria, one would not have expected less from Nigeria’s presidency that offered and entrusted such a complex Ministry in the hands of a chronic accountant who never had a clue or better put never practised and excelled in his profession – Accountancy! But that’s Nigeria, where many people get away with its sensitive positions provided they can write pep and glib talks and share with the dull and ignorant. 

To quickly put the record straight, Nigerian leaders should refrain from allowing people to assume public office because of their writing prowess or mastery of oratory language. The duo are clearly very different and distinctive in acquiring or having a practical knowledge of teaching and education. 

I shall come back to this point later if time permits!

Indeed, three things made me raise my concern about ASUU Strike and the exaggerated disappointment from the Federal Government. First, the ASUU’s demands on an improved education system in the country. Second, the students’ extravagant hopes of acquiring a Nigerian education that is today by far less and very low in quality. The third is the bastardizing of the education sector by political leaders in Nigeria. 

Indeed, there are three global measurable indicators in gauging an education, whether it is qualitative or not. One is the availability of state-of-the-art teaching facilities. Two, stability in academic programmes. Three, quality of teaching staff. 

In Nigeria, none of the three(3) is available at the moment because the teachers and all university lecturers are already frustrated by the Nigerian political leaders, that are mostly half-baked or uneducated. 

The level of frustration is deliberate, though! And the way things are going, it is better and advisable for all Nigerian students to come out and demonstrate en masse by matching to Aso Rock villa to express their displeasure on the denial of their rights to education by Mr President and his education cabinet. As they do that, they should make the Nigerian government aware that the monthly salary of a Nigerian professor is not more than a primary school teacher’s salary in the UAE and other serious countries that left Nigeria far behind.

A professor in Nigeria today earns an average salary of N400,000 to N500, 000 per month. His yearly earnings are approximately N5-6 million. This is equivalent to what is being paid to an Engineer engaged as project manager (PM) every month in the UAE. 

This is not to talk of a primary school teacher in Nigeria who lives a typical hand-to-mouth life by surviving on a N23,000-N37,000 monthly salary with many family demands at their disposal. And considering the chaotic nature of a Nigerian state with no end in sight! 

Truth is: the Nigerian State can more than afford to pay its teachers and university lecturers global standard salary(s) the way COUNTRIES and regions in the UAE, such as Dubai, Bahrain, Oman, etc., are paying their teachers competent and befitting salaries because Nigeria is ten (10) times richer than Dubai, Oman, Qatar, Bahrain etc. 

How can one expect any good to come out of Nigeria’s education system that is not ready to discharge this global standard? 

The irony is that: the Nigerian education system is one that shamelessly cannot afford to recruit, engage and pay teachers global standard salary(s). It prefers to absorb graduates under Npower and pay them a stipend of N23,000 per month. At the same time, the political leaders steal the public funds and waste away the Nigerian nation by burying it in global shame. Therefore, the corrupt tendencies of Nigerian political leaders and their timid behaviour(s) of stealing public funds in the name of democracy will continue to put the country’s education system in untold hardship by killing it ultimately. And as the country continues along this path, it should be ready for more Boko Haram and kidnappers ad infinitum.

Adamu Adamu, public service, critics and the rest of us

“Why waste your money to study your family tree? Just go into politics, and your opponents will do it for you free.” – Mark Twain

The Minister of Education, Adamu Adamu, has become the subject of public scrutiny lately, after members of the Academic Staff Union of Universities (ASUU) deserted university classrooms for a one-month warning strike to drive home their demands.

To compound Mallam Adamu Adamu’s ordeal, the National Association of Nigerian Students (NANS) President, Asefon Sunday Dayo, threw decency, good English grammar and coherence to the dogs and confronted him for the way forward on these incessant strikes. The Minister, within his rights, could not stomach zingers from the NANS President; hence, he peacefully walked out.

What the Nigerian academics and critics need to crucify Adamu any day is to comb his past articles on the sorry state of education in the country and the possible solutions he highlighted in addressing the anomaly, notwithstanding the practicability or sustainability of the solutions. Blessed with astonishing writing prowess, Adamu doesn’t pull punches whenever he decides to take the government of the day to the cleaners on education.

Mallam Adamu is not alone in the blowback of past written or spoken words. Isa Ali Pantami, Reno Omokri and Reuben Abati are good examples of how venturing into public service can force critics to chew some of their words or elegant analyses raw. They get to see, first hand, the depth of the rot in the system they seek to reform. Moreover, thanks to their fantastic writings, their readers or fans expect them to do wonders, including unrealistic expectations actions.

History is replete with critics who ended up being the worst versions of the people or policies they obsessively criticised. So also, the grave is filled up with critics whose know-it-all dispositions and elegant solutions never get tested.

Criticism is sweet and romantic. However, it is undeniably required to hold elected or appointed leaders accountable as humanly possible. It helps improve a system and checks leaders’ excesses, thereby insulating them from being despots or demagogues.

However, criticism should be accompanied by good knowledge or grasp of the subject matter, moderation, realistic approaches, and viable solutions. The quick urge or attitude of some critics pontificating on, or criticising, everything under the sun without critical thinking is among the reasons many critics presumed as messiahs ended up as disasters.

Nothing humbles most critics like public service. So, they either choose sheer populism or face the realities or challenges that come with purposeful leadership amidst competing demands, meagre resources, criticism and tough decisions, which are often unpopular. With the latter, they get more kicks than halfpence.

As it is true with an onlooker who sees most of the game, their opinions are birthed from the outside on the premise of poor exposure and little information, which invariably make them see complex and daunting challenges as straightforward.

Interestingly, opinions could change due to contexts or circumstances. People learn from exposure, old age or new knowledge. We may find ourselves opposing some views we hold so dear today in the future when we are eventually called to serve the people. Therefore, if you are called to serve the people, don’t hesitate to oblige. However, be ready to get your fair share of kicks and past opinions unearthed.
