The Minister of Communication and Digital Economy, Isa Ali Pantami, has announced the suspension of proposed excise duty on telecommunication services.

The minister stated this at inaugural meeting of the Presidential Committee on Excise Duty for the Digital Economy Sector.

Pantami, in a program Monday in Abuja, described the tax as overburden for the telecommunications sector.

He added that he personally rejected the policy and advised President Buhari to reject it for the effects it would have on digital economy.

Pantami, who kicked against the policy, said the National Assembly members were not even consulted.

He added, “The introduction of excise duty in the telecommunication and information and communications technology industry would jeopardise the successes already recorded within the industry.”

Pantami sabotages government efforts – Ahmed

The Minister of Finance Budget and National Planning, Zainab Ahmed, had accused pantami of sabotaging government efforts.

She said, “Against the comments by Isa Ali Pantami, honourable minister of communication and digital economy, concerning the five percent excise duty hike on telecoms services, it is worth noting that there was a circular stating the planned hike which was addressed to the communication minister and other relevant ministries and agencies of government.

“The circular Referenced No. F. 17417/VI/286, dated 1st March 2022, and titled “Approval for Implementation of the 2022 Fiscal Policy Measures and Tariff Amendments” was addressed to different ministers, including the honourable minister, communications and digital economy and and other heads of government agencies.

“In view of the above position of Prof. Pantami, there could be the question of whether he was absent in the whole process that resulted in the Finance Act, which is a product of both the National Assembly and Federal Executive Council (FEC),” the statement reads in part.

The Federal Government has said that the current incessant security problem has been the greatest challenge bedevilling the country since the civil war.

Lai Mohammed, the Minister of Information and Culture, stated this on Monday, 5th September, 2022 in Abuja during a joint security conference.

He said the security challenges “have been daunting, from terrorism to banditry to kidnapping to separatist violence to crude oil theft to armed robbery and sundry crimes.

“It’s undoubtedly the greatest challenge to the peace and security of our great nation since the civil war from 1967 to 1970.”

“But thanks to the purposeful leadership of President Muhammadu Buhari, we can say, I want to repeat, that the worst is over and peace and security are gradually returning to the land.

“Please don’t misunderstand or misrepresent this assertion. We may still witness isolated cases of security challenges here and there, but it will not be on the scale that we have witnessed in the past.

“We want to use this opportunity to salute Mr President for his leadership. When many threw their arms up in the air and felt it was all over, President Buhari remained resolute.

“When many called for the use of foreign mercenaries to tackle the challenges, especially terrorism and banditry, President Buhari never wavered in his belief in the ability of our gallant men and women in uniform to rise to the occasion, and rise to the occasion they did.

“Some said the security challenges have overwhelmed the military, but the military has now demonstrated that no group of ragtag criminals can ever overwhelm them.

“Terrorists and bandits and co can run but cannot hide, and this has been demonstrated by the arrest of those who attacked a church in Owo. These criminals can run but cannot hide, as we have seen in the decimation of the cowards who ambushed the Brigade of Guards troops in Abuja.

“I am sure you will hear from my colleagues how our military and other security agencies have been decimating the top echelon of ISWAP and Boko Haram, how armed bandits camps and resources have been destroyed, and how the capacity of IPOB/ESN has been substantially degraded,” he stated.

Boko Haram insurgents have stormed a mosque in Borno and killed the Chief Imam of Gima alongside three other worshippers.

The attack occured in the wee hours of Friday where the bandits opened the fire on worshippers who had just finished their fajr prayer.

The terrorists who launched the attack at Ngulde community of Askira-Uba Local Government Area of Borno State where they set ablaze vehicles and looted foodstuffs.

Hon. Bilyaminu Umar, the Councilor representing Ngulde Ward, disclosed the story of the attack in a statement Sunday.

Umar said, “I, Hon Bilyaminu Umar, Councilor representing Ngulde ward in Askira-Uba local government, wish to sincerely extend my heartfelt condolences and sympathy to my entire constituents over the recent heinous attack by Boko Haram insurgents, which occurred on 2nd September 2022.

“Ngulde ward is one of the strongest communities in Askira-Uba local government that gave me the mandate in the last local government election to represent them, since then, I have been enjoying their solidarity and support.

“Hence, I felt deeply shocked in sharing the grief of this latest attack, when most of my people were busy tapping from this year’s farming season.

“The attack, which occurred in the early hours of Friday, September 2, 2022, after fajir prayers, claimed four (4) lives and left many with casualties, while properties and businesses worth millions of naira were also destroyed and carted away by the insurgents.”

“Already, I have informed the Deputy speaker Borno State House of Assembly Rt Hon, Engr Abdullahi Askira, on the unfortunate attack. He promised to convey it to the Executive Governor professor Babagana Umara Zulum for necessary action.”

The Borno State Deputy Speaker, who is also representing Askira-Uba constituency, Abdullahi Askira, confirmed the incident, adding the insurgents numbered to about 20 people.

The Independent National Electoral Commission, INEC, has buried a staff of the commission that was killed by gunmen in Imo State.

INEC announced the burial of the deceased staff, Mr Anthony Nwokorie on Thursday, September 1, 2022 on their verified Facebook page.

The deceased, aged 35, was attached to Ihitte Uboma Local Government Area of Imo State. He was killed on April 14, 2022 by gunmen at Nkwo-Ihitte while on official assignment for the commission.

“On 14th April 2022, Mr Anthony Nwokorie, a staff of INEC attached to Ihitte Uboma LGA office, was killed by unknown gunmen at Nkwo-Ihitte (Polling Unit 004) while on official duty during the just concluded Continuous Voter Registration.”

He is being buried today.

“We are not coming into government to represent the Muslim or Christian faith. The Sultan of Sokoto and the CAN President are competent to represent their faiths. We are the Nigerian dream team that will catapult the country to a higher pedestal, and we will redefine the concept of modern governance. The Christians have nothing to fear, and there is no cause for alarm because we are one people with a common destiny.”

That was vintage Kashim Shettima, the Vice-Presidential candidate of the All Progressives Congress (APC), in one of his numerous efforts to push back the insinuation of a sinister motive behind the Muslim-Muslim arrangement of the party. In fact, based on his determination to deflect attention from the Muslim-Muslim ticket controversy, Shettima has been using every platform available to him to tell everyone who cares to listen that we should all focus on the issues – issues of governance and how to move the country forward.

But beyond the irritation that engulfs his face each time the issue of religion is brought up and his insistence that real issues, not inanities, should be discussed, Shettima also needs to come up with the issues he wants Nigerians to focus on and, most importantly he should lead the conversation.

Is Shettima himself or Ahmed Bola Tinubu discussing the issues? Beyond saying he and his running mate would tackle insecurity and fix the economy using their experience and the pedigree they have garnered over the years, what specifics has Shettima been discussing? What timelines?

What bold ideas are Tinubu and Shettima bringing to the table to tackle insecurity, fix the economy, power, etc.? What specific promises are they making that Nigerians can hold them accountable for?

APC is the ruling party. Tinubu/Shettima ticket is deemed to be the leading ticket in this election, and Shettima himself is believed to be the ‘Golden Boy’ of the ticket, and he deserves that accolade. So it is appropriate for Nigerians to expect a lot from him, knowing full well that he is a very sound, visionary, and modern-day leader.

Nigerians would like to know exactly what Tinubu and Shettima want to do to make their lives better and change the Nigerian condition. Nigerians want them to elevate the conversation beyond the media and public forum rhetorics.

For instance, public universities have been shut for the last six months, and the misery of our undergraduates knows no bounds. Any candidate that comes to say he would ensure they call off the strike is a lazy thinker and should not be taken seriously. That is like treating headaches and ignoring malaria, which is tantamount to leaving fundamental issues and doing window dressing for some temporary gains. ASUU crisis has been a recurring problem for decades, and Shettima and co need to tell Nigerians what they will do differently to fix the rot in the tertiary education sector and take lecturers back to classrooms and also ensure that our campuses stop producing half-baked graduates. I am talking about permanent solutions, not cosmetic measures that will last for a few months.

Nigerians are desperate to know how much Shettima and his running mate are planning to invest in tertiary education over the next four years and how they intend to raise the money that will run them. Nigerians need to know Shettima’s plans to return the universities to the glorious old days when they were some of the best research institutions in the world and where human problems were solved. When the Covid-19 pandemic and other zoonotic diseases are rocking the world, what Nigerian universities and their research institutes are doing in terms of producing vaccines to cure them? Why the over-reliance on the West?

What is Shettima’s opinion on restructuring education, federal universities, legislature, fiscal federalism, state/regional policing, power generation, distribution, and transmission?

Security challenges have also become intractable in recent years. Nigerians would like to know the bold ideas Shettima and his running mate are bringing to the table. Nigeria is said to be under-policed and under-protected generally. What Shettima’s action plans would look like in terms of empowering the Nigerian army, police and other security agencies?

The 1999 Constitution of the Federal Republic of Nigeria (as amended), makes it mandatory for the Vice President, not the President, to chair the National Economic Council, the highest decision-making body (on the Economy) in the country that has all 36 states governors, the FCT Minister and a few other ministers as members. Aside from that, successive presidents since 1999 have made it a tradition to put their deputies in charge of the entire economy. That tradition has not changed, with Vice President Yemi Osinbajo playing that role at the moment. It may not change with Shettima, and the former Borno state governor will have his job cut out for him.

Shettima stole the show at the recent Nigerian Bar Association (NBA) conference in Lagos as he dwelt on some of the issues. But Nigerians would like to see the APC blueprint and know the policies Shettima and his running mate are proposing to tackle negative macroeconomic indices such as rising inflation, poor growth rate, unemployment, underemployment, etc. What about the exchange rate and CBN policies on the monetary side of the economy? How does the APC duo intend to ensure proper fiscal supervision of the monetary side of the economy, and how is the CBN handling it?

Core inflation, headline inflation, and food inflation are all in the excess of 20 per cent in the face of dwindling purchasing power and a national currency that is always in a free fall! It would be interesting to know what Shettima’s ideas are on how to fix these multifaceted problems. What does Shettima want to do to boost local manufacturing and make Nigeria export-competitive in the global market, which is the ultimate, final solution to the twin problems of the exchange rate crisis and high rate of unemployment?

What is Shettima’s opinion on the country’s debt crisis? Do they intend to take more foreign loans? If yes, why?

The current managers of the economy have for years been spending over 90 per cent of the country’s revenue on debt servicing while they keep taking more and more loans and claiming the country’s debt to GDP ratio is okay without paying attention to the revenue end of the argument. Now, the worst has just happened with the 2022 first quarter reports revealing that the government spent more on debt servicing than what it generated as revenue within the quarter, and the difference was in the region of 300 billion nairas! That means aside from the already known scandal of borrowing to pay salaries, they have been borrowing more to service previous debts, a terrible vicious cycle that is highly unsustainable!

This shows that the problem is more on revenue generation than the present government‘s obsession with foreign loans. Shettima must have a couple of ideas about how to boost the country’s revenue from both oil and non-oil sources.

Talking about oil and gas, what about oil theft? It is crystal clear that it is the reason why Nigeria cannot meet her OPEC quota of 2 million barrels per day, and that is the reason for the country’s revenue shortage. Nigeria is the only country in OPEC that is losing up to 400,000 barrels of crude oil per day to the organised, exotic, white-collar crime called oil theft! And this is the major reason the country’s revenue base is wobbling. Shettima should tell us if their administration would be able to summon the political will to confront the highly placed, untouchable monsters behind the evil of oil theft and save Nigeria from becoming another Sri Lanka or Venezuela!

Yet, this same broke country is spending trillions of naira on the corruption-prone, an opaque scam called fuel subsidy. While failing to fix ailing refineries and importing refined products, and killing the naira, the country is spending billions of naira on a monthly basis to sustain hundreds of redundant staff members of these refineries that are not producing up to a drop of refined petroleum!

While not attacking or seeming to be openly disagreeing with the sitting government since they are of the same political party, the duo of Tinubu and Shettima have a duty to let Nigerians know their proposed choices among the difficult options that will be available to the country from next year.

In a nutshell, the APC duo needs to come up with a robust policy or action plan that will answer a lot of questions in the minds of Nigerians. They need to tell Nigerians what they should expect from them within the first hundred days in office, the first six months, the first year, and so on. While marking their first hundred days, how many executive bills would they have sent to the National Assembly? Which of the troubled sectors will they declare a state of emergency? Is it security, power, aviation, education, oil, and gas, or all of the above? Nigerians need to know!

I am urging Shettima and his running mate to come clean on their implementable plans so that Nigerians can scrutinize them accordingly and fairly when they get into office. Doing so now will send a strong signal to the electorates that they will be transparent and accountable to the people when they occupy the highest offices in the land.

May Nigeria succeed!

The presidential candidate of the People’s Democratic Party (PDP), Atiku Abubakar, has donated N50 million to Kantin Kwari textile market in Kano following a flood that affected the market.

The Star earlier reported that Kano has been witnessing torrential rainfall in the last few days that has led to floods in many parts of the metropolis, including the Kwari textile market.

The presidential candidate announced the donation Monday while welcoming former Kano State Governor Ibrahim Shekarau to the PDP.

He sympathized with the businessmen and women who were already suffering from an unfriendly business environment with economic hardship.

According to him, Shekarau’s defection is a win for the people of Kano State, the PDP and the country.

The former Kano State governor argued that Atiku was the most qualified candidate to get Nigeria working again come 2023.

Atiku was in Kano since Sunday alongside his running mate Governor Ifeanyi Okowa, Governor Aminu Waziri Tambuwal of Sokoto State, former Governor of Jigawa State, Sule Lamido, former Minister of Transportation, Senator Abdullahi Umar Idris, among other party chieftains.

It is obvious that the Nigerian government can rescue the train victims if it seeks outside’s technology. There are many options including combat gas that could neutralize the terrorists without any harm to the captives.

Russia used Opiate Fentanyl, a non-combat gas, meant for medical use to rescue people held in a theater. There were casualties because that gas should never have been used because people will need oxygen immediately after inhaling it to be able to survive. If we want non- lethal weapons there are options and we should reach out to Israeli or United States. If we want combat operation we should use Executive Outcome of South Africa. They have the specialty and night vision for rescue operation.

No responsible government will sit down and do nothing for fear of collateral damages, allowing terrorists to dictate terms to it. The Russian rescue mission had unfortunate outcome but it at least stopped future attacks.

In Nigeria you can be sure that this is not the last abduction because of the way we are mismanaging the situation. There are nerve agents that attack people by their DNA, meaning that, in a crowd of a million people, it will only kill the target person whose DNA is locked into the nerve agent.

The drone that killed Ayman Alzawahiri was meant to kill only him without harming his family. The special missile didn’t have explosives but piercing blades. There was no damage even to the building.

The mistake FG always make is talking to the terrorists. Listen to Garba Shehu saying the terrorists asked for their children, a special plane was sent to bring them. They asked for their women and the women were promptly released…, etc. Imagine! Each time terrorists abducted people, the FG will go into negotiation frenzy, begging them, giving them money, releasing captives and even sending them hard drugs and vehicles. That is a fatal mistake. It is the reason why abductions continue to fester. The terrorists don’t fear Nigerian government. They are even threatening to abduct the president. Worst is that they are in Nigerian soil. No terrorist can hold hostage in America or Israel. No way!

The FG should learn from United States and Israel. They are terrorists’ biggest customers. When terrorists commit crimes against America or Israel, the two countries don’t talk to them. What will follow is silence. The two countries don’t negotiate or listen to any demand. Then, you will see the terrorists becoming confused and going into hiding because they know their days are numbered, that death will come anytime because the CIA and Mossad are only gathering intelligence and planning. It doesn’t matter how long it takes. One day a terrorist leader will be driving and a drone will come from the skies and in seconds he is gone. One day he will be sleeping in his well hidden abode and in faraway Pakistan and commandos will fall from the sky and he is dead. One day he will just peep through the balcony and his head is cut off by a blade carrying missile.

A certain Hamas leader who was well disguised and relaxing in a Dubai hotel received a basketball dressed operatives of Mossad in the hotel that left him dead.

If we can’t do it, there are assistance waiting for us. We should seek help. We should train our security agents on it because terrorists have come to stay unless we stop talking to them and start seeking and killing them. The only language terror understands is violence.

But in Nigeria, we have leaders that don’t think at all and I am honestly disappointed with Buhari because he is a retired infantry general.

For violent crimes we need a special military tribunals to deal with them under the security situation we find ourselves. The president has powers to declare security emergency in the country. It means due process will be set aside and violent criminals will no longer face regular courts. The judges are afraid of adjudicating cases involving terrorists and kidnappers because of attacks on them and their families. They are human beings. A judge granted bail to kidnapper in Zaria because according to him his life was threatened. Also we don’t have hangmen to carry out execution.

Cases of kidnapping, terrorism and banditry are federal crimes handled by the attorney general and minister for justice. The man is busy pursuing money and political office to even think of his most important responsibilities. He also failed to delegate his powers to the state attorney generals.

The government cannot just fold its hands and watch. It must think of something and in that case firing squad is the answer under military courts. The military have no compunction taking human lives, they are trained to kill. Boko Haram and Ansaru are committing war crimes and anywhere in the world, war crimes are for special military tribunals, but in Nigeria, the criminals stay safe!

Idris Jere, the Nigeria Immigration Department’s (NIS) interim comptroller general (CG), has stated that the service is now seeking to hire an additional 5,000 officers.

This, according to Mr Jere, was made to help the NIS fill a manpower shortage, he said while answering questions from reporters in Dutse on Saturday.

“With regards to inadequate personnel in the NIS, as you know, we’ve just concluded recruitment into the service, and we’re training those recruits now.

“As you’re also aware, the government has placed embargo on recruitment, but lifted that on security agencies, because security is key.

“So, we’ve written to the President and I’m very sure we will get approval to recruit about 5,000 more personnel into the NIS,” Mr Jere said.

He noted that President Muhammadu Buhari had received a memorandum from Interior Minister Rauf Aregbesola, who expressed his readiness to grant the request.

The CG travelled to Jigawa to visit hospitalized personnel and offer condolences to the family of one of its officers, who was slain on August 9 by suspected bandits.

The personnel were attacked at one of the Immigration Service’s bases in the state’s Birniwa Local Government Area, which is along the Birniwa-Galadi axis.

Uneasy calm as the Former Speaker of House of Representatives, Yakubu Dogara, petitioned the Inspector General of Police (IGP) over an alleged plan to assassinate him

Dogara alleged that inspector Dakat Samuel and Inspector Auwalu Mohammed were conspiring with one Barau Joel Amos (Sarkin Yaki) to hatch the assassination plan.

This was disclosed in a petition signed by Dogara himself. However, the matter is currently before the Deputy Commissioner of Police, Criminal Investigation Department and Bauchi Command of the force.

He said, “I am sure you are apprised of the matter since it involves looting of your armory in Bauchi by the very officers who are entrusted with the safe custody of your arms and a constituent of mine, Barau Joel Amos, who sought to buy or has been buying assault rifles from the officers.

“I have been authoritatively informed that the said Barau Joel Amos has confessed that the reason he sought to buy the rifles is to kill me and three of my constituents, vis: Bar Istifanus Bala Gambar, Rev Markus Musa (CAN Chairman, T/Balewa) and Emmanuel (Chairman NL, T/Balewa).

I find it worrisome that there has been no official advise from the police relating to this credible threat to our lives to enable us beef up security around us or just to be careful about our movements. More so, there is a spike in cases of kidnappings and killings by unknown gunmen especially in Lere District of T/Balewa. A case in point was the attack at Boto town where some relations of a former Governor of the State were killed while some were abducted.

“In view of the deteriorating security situation in T/Balewa LGA where the suspect comes from, I wish to appeal to you to use your good offices to ensure that a thorough and all encompassing investigation is carried out so that all those in the loop are apprehended and brought to book in order to restore lasting peace in the Lere District of T/Balewa LGA. With all due respect, this is a matter that must not be handled with kid gloves.

“His confession relating to those who gave him or contributed the money for him to be using to procure weapons. His Bank Statements and phone call logs will definitely collaborate his confessions. Granted his meager salary as a store keeper in a Secondary School, it will have taken him a lifetime savings to be able to raise the N1.2m cash which he wanted to use to buy the two rifles.

“It must be noted that he does not earn any additional dime from any known legitimate business he is known to operate. So the said Barau Joel Amos could not have been acting alone, it is clear that he is being fully funded by his ilks; some evil and criminally minded people.

“Is it in vain that upon hearing that Barau Joel Amos has been arrested and detained that his closest associates all fled T/Balewa town? It will be important to apprehend them no matter where they may be hiding within the country so that they may tell the authorities what they know that scared them to the point of abandoning their families at home while they live as fugitives elsewhere”

Ovie Omo-Agege, the Deputy Senate President of Nigeria, has decried the worrisome development of ‘sex for grades’ rocking the tertiary institutions in Nigeria today, urging the male lecturers to zip up trousers.

The senator representing Delta State described the development as an “extraordinary harm that negatively impacts the standard of education.”

The Daily Trust reported that Omo-Agege made the disclosure Saturday, August 20, 2022, at Sofadondo 2023 National Conference in Abuja.

The conference was themed; “Sex For Marks And Marks For Sex, Establishing The Change Mantra For National Growth And Development”.

Omo-Agege asserted that harassment instils fear, and fear has no place in the world of intellectualism.

He added, “Without question, the scourge of sexual harassment with its obnoxious sub-culture of sex for grades in our tertiary institutions is extraordinary harm that negatively impacts the standards of education in our tertiary institutions.

“The sexual harassment law protects the right of students to learn peaceably deprived of any form of harassment. Without any doubt, our students, especially daughters and wives, deserve tertiary learning environments devoid of sexual harassment.

“The essence of university education is to expose students to new research and technology. Studying at a university encourages creative and independent thought, which could bring about positive socioeconomic transformation in society. 

“Higher institutions retain the singular ability to transform this nation for greater developmental exploits because that is where the base of our most productive youths reside. They represent the hope of our salvation for national growth and development.

“Harassment instils fear, and fear has no place in the world of intellectualism. If students are unable to express themselves because lecturers are mean, fraudulent, lecherous, manipulating and self-seeking, predatory, wicked, and uncaring, then where will innovations come from? 

“Through such a process, the lecturers will promote those who are undeserving, elevate the mediocre and frustrate brilliant students.

“University education is a serious business that requires commitment and focus. We, therefore, need to create a new paradigm for university education in the country. We need to change the objective of education so that we work towards productivity. We must see our children inventing and innovating things and taking control of their own future and the future of the country.

“It is now the responsibility of every Nigerian to fight this tyranny on campuses. Society itself needs to deliberately give proper orientation to our children. There is a need to break the culture of silence come out of stigmatization. 

The more people speak out about this evil and call out its perpetrators, the more we liberate Nigeria’s youth from bondage and ensure the country’s future. This will also activate the legal and judicial system, which is not just largely untested but also overdue for an overhaul to take care of this menace.

“I also call on journalists, human rights activists, and indeed all stakeholders to be part of this fight. I urge male lecturers to zip up and uphold the ethics of their profession. They should not hesitate to cry out in good time when experiencing any pressure from any female student, whether directly or indirectly,” he stated.
